Morocco and Ethiopia police chiefs sign MoU on anti-crime cooperation

Hammouchi and Gebremichael sign a memorandum of understanding that stipulates operational, intelligence, and technical cooperation to combat various forms of violent crime and organized crime threatening the security of both countries.

MARRAKECH - Morocco’s Director General of National Security and Territorial Surveillance Abdellatif Hammouchi, and the Commissioner General of the Ethiopian Federal Police Demelash Gebremichael signed a memorandum of understanding that stipulates operational, intelligence, and technical cooperation to combat various forms of violent crime and organized crime threatening the security of both countries.

This agreement was signed in the city of Marrakech on Monday on the sidelines of the 93rd INTERPOL General Assembly hosted in Marrakech from November 24 to 27, 2025.

The agreement sets a reference framework to structure cooperation between the two countries in the security field, allowing the exchange of expertise, experiences, information, and technical assistance in a way that enables a deep understanding and effective confrontation of various forms of organized crime that may target the security of both countries.

The agreement also allows the Moroccan National Security services to provide their Ethiopian counterparts with all necessary assistance in training, technical and intelligence support to develop their human resources and strengthen their capacities in crime prevention and combat.

The scope of the agreement includes combating human trafficking, illegal migration, trafficking in human organs, illicit trafficking of drugs, psychotropic substances and chemical precursors, illicit trafficking of weapons, explosives and hazardous materials, combating cybercrime, financial and economic crime, money laundering, as well as all areas of mutual interest to both countries.

Following the agreement, Hammoouchi and Gebremichael held bilateral talks reviewing the outcomes of bilateral security cooperation and ways to enhance security partnership between the two countries to strengthen and consolidate shared security.
